Law, Social Rights and the Moral History of the German Welfare State in the 20th Century [working title]

Individual lawsuits over social benefits have been a mass phenomenon in Germany since the late 19th century. Claimants used courts to challenge administrative decisions and to put forward their ideas of just distribution, sometimes influencing social policy through a bottom-up dynamic. Using Sozialhilfe (welfare support) and Arbeitslosenversicherung (unemployment insurance) as examples, this project explores the character and consequences of such legal conflicts during the 20th century, focusing on the Federal Republic from the 1950s to the 1980s. By depicting competing moralities of redistribution in concrete social interactions, it seeks to contribute to our understanding of welfare state history.
